When Grey Forest Utilities natural gas customer Thomas Weaver received his September gas bill, he noticed a $14.55 charge that was not normally there. Weaver was shocked to learn it was a charge that he and Grey Forest Utilities’ other 17,000 customers would be charged monthly — possibly for the next eight years — to pay back the cost of the natural gas Grey Forest Utilities purchased at a premium during February’s winter storm.
